Criminal Investigation Division
 

     The Windham Police Department’s Criminal Investigations Division (CID) was implemented in 1986 with one detective position.  As the department grew in size, a second position was added in the summer of 2001.  The responsibilities of the division include the investigation of all sexual assaults and Department of Human Services (DHS) referrals.  Detectives are also assigned any other Felony or Misdemeanor cases which a supervisor believes has the potential to be complicated, time consuming, or will take an investigator beyond the boundaries of the town of Windham.

    The Detectives manage the department’s interaction with the court system and the state's prosecutors’ office (Cumberland County District Attorney) located in Portland.  They enforce the required registration of sex offenders living in the community.  They also assist in the collection and processing of physical evidence from crime scenes and the management of property.  Detectives are often the liaisons between other law enforcement agencies at the local, state, and federal levels.

    Each detective is supervised by the Lieutenant, who is the departments second in command.  The assignment requires self motivation and the ability to work effectively with little or no supervision or guidance.  It also requires the capability to effectively manage multiple investigations and tasks simultaneously, sometimes over long periods of time.

    Assignment to CID is a lateral transfer from a patrol officer position and is not a promotion as many people believe.  Therefore, a Detective and a Patrol Officer have the same rank and pay grade within the department.

    Det. Boudreau is a native of Weymouth, MA.  He graduated from the University of Southern Maine in 1981 with a Batchelor of Arts Degree in Criminal Justice.   He joined the department on 05-09-83 and graduated Valedictorian of the 47th MCJA Basic Police School in November of 1983.

    Jim worked as a patrolman for the first 6 years of his career and in November 1989 he was assigned to CID as the departments only detective managing those responsibilities alone until a second detective’s position was created in 2001.

    Jim has attended training in many aspects of law enforcement during his career, including investigation of: robbery, burglary, sexual assaults, white collar crime, and child abuse.  Other training includes: fingerprint comparison, preparation and execution of search warrants, collection and processing of evidence, the legal aspects of computer crimes, death scene investigation, civil rights enforcement, and legal aspects of arson investigation.

Det. David Bonneau

   Det. David Bonneau is a native of Old Orchard Beach, ME and he has been with the department since 08-27-84.  David earned his Law Enforcement Technology Degree in Applied Science from Southern Maine Technical College in the spring of 1984.

     David worked as a Patrol Officer until 10-13-03, when he was assigned to the Detective Division.

     David is one of the departments Motorcycle Officers and a Field Training Officer.  He specializes in Evidence Collection and Preservation and is one of the departments Evidence Technicians.  He also specializes in Defensive Tactics and is a Certified Instructor with the Maine Criminal Justice Academy in this area.  He has also earned his Black Belt in Tae Kwon Do.
